EXPERIENCED + PROVEN LEADER

Muni Janagarajan is passionate about“Education Policy and Governance”, “Community Volunteer” and “Servant Leader”, “former HOA Director”, “Chair for Nonprofit organization”, “Volunteered as a crossing guard” for many years in Richwoods Vandeventer Middle School drop off zone, previously ran for Frisco ISD Board of Trustees Election in 2019 and 2020.

VISION

My vision for the FISD is simple: “Student First.” I firmly believe that public education is a powerful equalizer, and we are fortunate to have an excellent school system in Frisco ISD. I am running to build on the district’s academic success by providing leadership in areas such as academic excellence, fiscal discipline through careful budget reviews and independent audits, transparency, and accountability, as well as enhancing safety and security measures.

All of these priorities will be addressed with a student first mindset, working in partnership with the FISD community. I am also committed to being a strong advocate for the welfare and professional growth of our teachers. Our local tax dollars must stay locally to support district initiatives, while also advocating for adequate state funding to supplement our local efforts.

MOTIVATION

My motivation to run for the school board stems from my experience volunteering as a daily crossing guard for many years, I demonstrated unwavering commitment to the safety and well-being of our children, rain or shine. Every day, I brought energy, dedication, and consistency to my role, with a smile and a friendly word. I will carry that same passion, enthusiasm, and spirit to the board, working tirelessly to serve and support our FISD community. These attributes will help me listen to parents, and make informed decisions on the board. I am fully prepared and qualified to serve on the FISD school board.

My Contract with Frisco ISD community

Academic Excellence
  • Setting and maintaining rigorous academic standards for all students.
  • Highly skilled and dedicated teachers who employ effective instructional strategies to engage and challenge students.
  • Well-designed curriculum that is both challenging and relevant, preparing students for future success.
  • Consistent high levels of student performance, as measured by standardized tests, grades, and other assessments.
  • Fosters a love of learning and a commitment to lifelong intellectual growth.
  • Ensures that all students, regardless of their background, have access to the resources and support they need to succeed.
  • Promotes a positive and supportive learning environment that encourages students to take risks and strive for their best.


Campus Safety
  • Foolproof student security, expand WATCH DOGS programs, form a Safety committee, introduce Parent Handbook.
  • Safe Surroundings: Create an environment where students can focus on learning without worrying about their personal safety, and where they have the support needed to thrive both academically and socially.
  • Revamp internal school campus safety policies.
  • Hire more school resource officers and counselors.
  • Bully Prevention: Policies and programs aimed at preventing bullying, harassment, and violence among students. This may involve anti-bullying initiatives, student counseling, and conflict resolution programs.
  • Mental Health Support: Providing access to mental health resources, counseling services, and support systems to help students cope with stress, anxiety, depression, peer pressure and other emotional challenges.
  • Physical Security: Controlled access to buildings, security cameras, locked exterior doors, and visitor screening systems, alert systems, and communication systems.
  • Emergency Preparedness: Developing and practicing emergency response plans for various scenarios, such as active shooter situations, severe weather, and medical emergencies.
  • Digital Safety: With the rise of online learning and social media, ensuring that students are safe in digital spaces is critical. This involves policies to protect students from cyberbullying, online predators, and exposure to inappropriate content, as well as educating students on safe internet practices.
  • Plans in place to respond to emergencies, whether they are related to health, natural disasters, or violent incidents. This includes training staff, conducting drills, and communicating clear protocols for handling crises.
  • SROs are law enforcement officers assigned to schools to provide security, build relationships with students, and serve as a resource for staff.
  • Address vaping and drug use through prevention education, early intervention, and strong community partnerships. We’ll implement clear policies, provide mental health support, create a safe and healthy learning environment for all students.
  • Implement systems for identifying and assessing potential threats, and taking appropriate action to mitigate risks.
  • Collaboration with local law enforcement, fire departments, and other community organizations is essential for effective campus safety.


Champion for Teachers
  • Institutionalize pay increase, enhance incentives, protect pension plans and increase employer contribution for the pension, and also enhance maternity benefits.
  • Based on the teacher’s experience in the district must increase their pay every other year.
  • Support a pro-teacher agenda.
  • Expand professional education opportunities for teachers.
  • Tenure Bonuses to keep our great teachers and to show our appreciation for staying with FISD.
  • Cost of living allowances and classroom stipend will be given to compensate housing and classroom expenses in Frisco.
  • Pay hike for the substitute teachers.
  • Good cost- effective health care plan benefit provided.
  • Support the Social Security benefits for the teachers.



Financial Stewardship
  • Transparency of the check book.
  • Establish a Bond Oversight Committee.
  • Increased engagement with taxpayers.
  • Analyze creative ways to reduce bond debt and negotiate better value from our vendors.
  • It is very critical for ensuring that funds are spent in ways that enhance student outcomes, improve the quality of services, and support the community in a responsible and sustainable manner.
  • Develop and oversee a budget that reflects priorities and ensures funds are allocated appropriately. This includes tracking income and expenditures to avoid waste and ensure resources are used efficiently.
  • Identify and implement cost-saving strategies, finding ways to generate additional revenue, and ensuring that every dollar spent contributes to the goals of the Student achievements and development.
  • Seek out and managing donations, grants, and other funding sources to support FISD mission.
  • Focus not only on immediate needs but also on ensuring the long-term financial health of an FISD.
  • Make financial decisions that are ethical and align with the values of the FISD community.



Transparency and Accountability
  • Regular Town Halls to discuss issues such as the budget, district initiatives and concerns of FISD community.
  • Make myself available and easy to contact for the public.
  • Keep promises / Honor my contract with the FISD community.
  • Ensure that financial decisions are made openly and with integrity.
  • Provide clear and accurate financial reports, making sure that all stakeholders can trust the management of funds.


Parents Advocates
  • Curriculum Transparency: There’s increased demand for schools to provide parents with detailed information about what is being taught in the classroom.
  • Parental Involvement in Decision-Making: This includes opportunities for parents to participate in school board meetings, curriculum development, and other decision-making processes.
  • Student Well-being: Parents have the right to be informed about their child’s physical and mental health at school.
  • Parents have the right to be involved in their child’s education, including attending parent-teacher conferences, participating in school events, and providing input on educational decisions.
  • Parents have the right to make certain decisions about their child’s education, such as whether to opt them out of certain activities or provide consent for specific services.

Biggest Challenges Facing the District
  • Falling Student Enrollment and Funding challenges
  • Past 3 years FISD is running a deficit budget – Accuracy in Financial Forecasting and Enhanced Transparency
  • Attracting and Retaining Talented Teachers
  • Campus Safety and Security—Disciplinary issues, cyberbullying, Vaping and Drugs, Fentanyl
  • Waterfall grading and lack of uniform district-wide grading policies affect academic excellence


My Proposed Solution to Address these Issues

  • FISD needs to create a five-year, 10-year, and 15-year vision to determine what FISD will look like in regards to enrollment, programs, and facility standards. Student enrollment declining is a serious concern. The closures in neighboring districts highlight the need for Frisco ISD to be proactive. I'd prioritize in-depth data analysis to understand enrollment trends, ensuring responsible resource management and exploring cost-saving measures without impacting education quality. Open communication with the community is essential. We must innovate programs to attract students and develop long-term strategic plans. Advocating for adequate state funding is also crucial. We need to act now to avoid potential campus closures and ensure Frisco ISD's future.
  • I propose investing in program enhancements, offering specialized courses that attract and retain students. Critically, I envision converting a high school into a magnet school, focusing on in-demand fields like STEM or the arts, positioning Frisco ISD as a regional educational leader. This magnet school, driven by community input and market analysis, will not only bolster enrollment but also enhance Frisco's appeal as a destination for families and businesses.
  • I will push for improvements in the budgeting process by encouraging the use of a district-wide zero-based budgeting approach, increasing oversight to ensure a more thorough analysis of district forecasts, and improving transparency by establishing enhanced visibility of district expenditures related to debt and capital expenditures and eliminating fraud, abuse, and wasteful spending.
  • Teachers are essential to the success of our children, and attracting and retaining good teachers is a key priority. Teacher turnover in Frisco ISD is an area of concern, and I believe we need to do a deep dive into the reasons why turnover has risen and immediately focus our efforts on ensuring we adequately address this issue. This would include seeing to it that effective mentorship programs are in place, prioritizing teacher pay so that it remains competitive, instilling a supportive management environment, studying incentive plans, and providing meaningful leadership pathways
  • Parents are expected to work with the school to maintain a safe environment for all students. This includes reinforcing the importance of following rules and addressing behavioral issues or conflicts that may arise.
  • Traditional grading is a clearer, familiar, widely accepted system that is understood by educators, students, and parents. It allows for quick evaluation, offers clear benchmarks for success, and aligns well with college admissions processes. For students, it can serve as a motivating factor while providing educators with an efficient way to assess performance across various subjects.

  • My family and I have called Frisco home since January 2013.
  • I hold a Master’s degree in Computer Science.
  • My career is in Information Technology, and I enjoy exploring real estate entrepreneurship in my personal time.
  • Possess a strong passion for matters pertaining to education policy and governance.
  • I served as an HOA Director in Richwoods for five years, demonstrating my commitment to community volunteerism.
  • In my current role as Chair of the Tamil Nadu Foundation, Dallas chapter, I’ve had the privilege of helping raise over 2 million USD to fund education for special needs and extremely impoverished children.
  • I’m passionate about serving our community and dedicate my time, energy, and resources to support vital organizations like the Frisco Pantry, homeless shelters, and many other deserving nonprofits.
  • Married for 27 years, my daughter graduated from Frisco ISD Centennial HS in May 2020
  • My commitment to Frisco ISD is evident in my previous campaigns for the Board of Trustees in 2019 and 2020.
  • I have enhanced my understanding of local law enforcement by graduating from the Frisco Police Department Citizens Police Academy.

These are some factors that has shaped my personality to appreciate different cultures and their values, which will be essential in serving the diverse needs of the FISD community. I am approachable and responsive to best serve FISD Students, Teachers, Parents, Taxpayers, and the Staff of FISD.
